Diagnostic experts optimize the selection of laboratory tests to minimize both overutilization and underutilization of tests, which result in a delay in diagnosis and an increase in the length of stay for hospitalized patients. At the same time, these diagnostic experts interpret complex laboratory data in a clinical context to speed an accurate diagnosis to completion.

Several of the infrastructure problems described above can be addressed at the institutional level. Others require a concerted effort that extends beyond a single institution by those delivering care directly or indirectly and those who provide the many different services that keep health care institutions operational. Addressing these infrastructure issues should elevate health care performance in the United States to a level comparable to many of the other developed nations.
