What measures should be taken to prepare for an influenza pandemic?

Preparedness for pandemic influenza is widely considered to be grossly inadequate. The following 5 areas are important for managing a surge in severe illness [72] :

  • Surveillance and diagnostic services

  • Information sharing and dissemination

  • Community support

  • Hospital and physician capacity

  • Supply and delivery of vaccines and drugs

Even in the absence of a pandemic illness, the lack of capacity in US emergency departments has been described as a crisis by the Institute of Medicine. (See the WHO Global Influenza Preparedness Plan.)
